William “Bill” Caesar is a seasoned organizational leader in the waste management industry who joined Generate Upcycle as President in 2021 following the sale of WCA Waste, where he served as the Chief Executive Officer starting in 2014.
Since being named as Upcycle’s first President, Bill has led the strategy and execution of Upcycle’s expansion to 12 locations across the world.
Prior to working at WCA, he was the President of WM Recycling, overseeing the organics business and the early-stage technology and services investments portfolio.
Bill served as Chief Strategy Officer for Waste Management and was a principal in the Atlanta Office of McKinsey & Company, where he advised clients on corporate strategy, growth initiatives, and performance improvement. During his 13-year tenure at McKinsey, Bill advised clients across a broad spectrum of industries—including waste management —on corporate strategy, growth initiatives, performance improvement and sales strategies.
Prior to joining McKinsey, Bill was a Russian analyst in the Central Intelligence Agency and the U.S. State Department. Bill holds a BA in Russian Studies from Colgate University, an MA in Russian Studies from Georgetown University, and an MBA from the Fuqua School of Business at Duke University, where he was awarded a Keller Scholar Fellowship and graduated as a Fuqua Scholar.
